Lead Environmental Specialist
Description
- As a member of Sargent & Lundy’s Environmental Licensing and Permitting team, you will utilize your academic background and experience to review, evaluate, and implement federal, state, and local environmental regulatory requirements as they apply to a variety of nuclear power projects. You will be asked to use your knowledge of NRC environmental regulations, NRC guidelines, and engineering principles to meet project team and client needs for defining, evaluating, and implementing environmental mitigation, compliance, and permitting projects.
- The position will offer you the opportunity to expand your knowledge of federal, state, and local environmental regulations as they apply to nuclear projects, and to work with multi-disciplined project teams to:
- Review and implement federal, state, and local regulatory requirements as they apply to specific projects, and develop strategies to implement cost-effective mitigation compliance plans
- Prepare site-specific environmental reports and studies to evaluate the suitability of a site for a proposed nuclear power facility (including small modular reactors [SMRs])
- Work with project engineers to ensure projects are designed and developed using criteria that recognize all relevant environmental requirements
- Prepare permit applications and interface with federal, state, and local permitting agencies
- Prepare complex technical reports including site selection studies, environmental and social impact assessments, compliance audits, and regulatory reviews
- Prepare Environmental Reports, pursuant to the applicable requirements of the U.S. Nuclear Regulatory Commission for license applicants (e.g., Reg Guide 4.2 and NUREGs 1748, 1555, 1537, and 1520)
- Prepare federal Environmental Impact Statements or other NEPA documents, pursuant to the requirements of the project-specific lead federal agency
- You will have the opportunity to develop your environmental career via peer-learning and knowledge sharing with other engineers and environmental professionals and participating in Sargent & Lundy’s System of Processes and our associated “Communities of Practice.”
- The position offers the opportunity to travel to client offices and project site locations for project reviews.
- Anticipated project management tasks include:
- Taking ownership of project task performance for schedule and budget
- Managing and directing the project team to ensure accountability
- Developing and maintaining a positive working relationship with client task engineers and stakeholders
- Leading efforts to ensure project tasks on time and within budget and leading weekly status meetings
- Supporting the reporting of schedule and budget
Qualifications

- Essential skills and experience:
- Requires a BS in Environmental Engineering, Environmental Science, or a related field. MS is preferred
- A minimum of 10 years of experience in the preparation of federal Environmental Reports, Environmental Impact Statements, other NEPA documents, and permit applications for federal environmental permits and licenses
- Demonstrated understanding of federal environmental regulations implementing the requirements of the National Environmental Policy Act
- Experience evaluating and interpreting site-specific environmental site surveys, for example, ecology, wetlands, archeology, and noise studies
- Familiarity with environmental laws and regulations that apply to nuclear facilities, including the National Environmental Policy Act, Threatened & Endangered Species Act, Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act.
- Environmental impact assessment/permitting experience, including specific experience in one or more of the following fields:
- Environmental Impact Assessments
- Subsequent License Renewals and associated Environmental Reports
- NPDES wastewater and construction stormwater discharge permitting
- Wetlands permitting
- Major source air permitting
- Excellent written and verbal communication skills
- Ability to interact and multitask with project team members, clients, and regulatory agencies
