Programme Management Advisor (Programme Learning and M&E) (Retainer) 

Functional Responsibilities:

  • The Programme Management Advisor (Retainer) will provide technical support and advice to JPF FMO programme team in the FMO's implementation of the JPF's results framework and MEL system. They will work under the overall direction of the Deputy Fund Director and in close collaboration with the FMO's Monitoring & Evaluation Specialist.
  • Strategic support to Programmes
  • Design and development of new programmes or projects (Theory of Change, Log frame development).
  • Programme quality initiatives (need assessment, training or workshop development/coordination).
  • Reviewing and providing strategic advice related to programme design and theories of change, measurement framework, log frames and/or indicators on proposals submitted to the Fund Management Office (FMO).
  • Support with reviews or complications of data/evidence for advocacy positions.
  • Technical leadership on MEL systems
  • Developing and updating effective Monitoring, Evaluation, Accountability, and Learning (MEL) systems for (a) actions supported by the Fund and (b) the Fund's own performance.
  • Providing technical advice into the design, implementation and improvement of MEL systems, policies, processes.
  •  Technical advisory support to the implementation of projects
  • Designing baseline, mid-term and final evaluation surveys using a combination of quantitative and qualitative methods. 
  • Ensuring adequate feedback to/from Fund beneficiaries on data and analyses. 
  • Overseeing data compilation, analysis and reporting processes to measure progress and achievements. 
  • Reviewing implementing partners’ internal MEL systems and needs, and providing advice as required. Conducting and/or overseeing survey and other studies’ implementation and analysis. 
  • Reviewing and providing strategic advice related to program design and theories of change, measurement frameworks, log frames and/or indicators on proposals submitted to the Fund Management Offices. 
  • Supporting monitoring and evaluation missions commissioned by the Fund Board or the FMO. 
  • Learning and Knowledge management
  • Development of Learning and Knowledgement Management (LKM) frameworks, guidelines and approaches. 
  • Providing technical assistance and capacity development to implementing partners to ensure participation in the Programme’s M+E and LKM processes and an adequate flow of information and data. 
  • Ensuring the incorporation of M+E and LKM findings into relevant programme reports and providing recommendations to the Fund Board. 
  • Maintaining a detailed knowledge of all relevant issues impacting his/her specific / relevant field. 

Education/Experience/Language requirements:

  • Education:
  • A Master's Degree, preferably in Peace and Conflict, Social Sciences, Political Sciences, Development, or a related field is required.
  • A Bachelor's Degree in the similar areas with two (2) additional years of working experience is considered equivalent.
  • Work experience:
  • A minimum of seven (7) years of progressively responsible experience in programme development, programme management, or monitoring and evaluation (M&E) is required.
  • Demonstrated and significant work experience in or on the Myanmar context is required.
  • Demonstrated experience working on M&E in the context of peacebuilding and conflict transformation projects implemented in Myanmar is an asset.
  • Experience in designing and implementing M&E systems for adaptation and learning is required.
  • Experience in training and capacity in M&E is an asset.
  • Experience in outcome harvesting, working with learning agendas, and peer review is a strong asset.
  • Previous successful involvement with, and good knowledge of, NGOs and civil society is desired.
  • Experience with the M&E of multi-donor trust-funds is desired.
